The deficit in the 2025 financial report of OJK is due to the transaction and events acknowledged in accordance with the accrual basis and generally applicable accounting standards. The deficit does not only reflect budget decrease or lack of cash, as the financial report was prepared based on the accrual basis and included transactions that does not entirely affect the current period cash flow, such as:
- asset depreciation/amortization expense
- post-employment benefit and other long-term benefit expenses
- inventory cost
amortization of expenses paid upfront
The deficit in the 2025 OJK Financial Report was due to OJK Levies collection management mechanism changes following the implementation of Law Number 4 of 2023 on the Development and Strengthening of the Financial Sector (P2SK Law).
The year 2025 marked the transition to new regulation implementation, where OJK levies collection, previously used as a budget source for the following year, now used as a budget source for the current year. Consequently, OJK's 2025 Work and Budget Plan was funded from levies collected in both 2024 and 2025.
As approved by the Commission XI of the House of Representatives of the Republic of Indonesia on the 2025 OJK Work and Budget Plan implementation of Rp11,557.37 billion, OJK remains committed to efficiently and prudently manage its finances to generate a budgetary surplus, which, in accordance with P2SK Law, may be carried forward to finance OJK's operations in the subsequent fiscal year.
However, in the 2025 Comprehensive Income Report, only revenue from 2025 is accounted as revenue. Revenue from 2024 is not acknowledged as revenue, as it was recorded in the 2024 Financial Report in accordance with the prevailing accounting standards. Thereby, the presented data placement in the 2025 Comprehensive Income Report recorded a Rp335.21 billion deficit before tax and Rp1,867.82 billion deficit after tax.
The presented deficit in the 2025 Financial Report is a result of accounting presentation during the P2SK Law implementation transition and does not reflect OJK's operational deficit and inefficient financial management.
