OJK CENTRAL SULAWESI ENHANCES FISHERMEN'S CAPACITY TO ACCESS FINANCIAL SERVICES

THROUGH A TRAINING OF TRAINERS PROGRAM

Palu, July 11, 2026. The OJK Central Sulawesi Provincial Office conducted a Training of Trainers (ToT) program for fishermen in Banagan Village, Tolitoli Regency, as part of its efforts to strengthen financial literacy and financial inclusion among coastal communities in support of the development of the Red and White Fishing Village (Kampung Nelayan Merah Putih/KNMP).

Banagan Village has been designated as one of the Phase I locations for the Red and White Fishing Village (KNMP) Program. Nationally, the program is planned to be implemented in 65 locations across Indonesia. Based on the mapping results, all of these locations fall within the jurisdictions of OJK offices across 27 Regional OJK Offices, including Banagan Village in Tolitoli Regency, which is under the jurisdiction of the OJK Central Sulawesi Provincial Office. Although the KNMP in Banagan Village has not yet commenced operations, OJK has undertaken various preparatory measures to enhance the community's readiness to benefit from the ecosystem that will be established through the program. One of these initiatives is the implementation of the Training of Trainers (ToT) program for local fishermen and community members.

In support of the National Development Agenda, particularly the second and sixth priorities of the Asta Cita, OJK has implemented the Inclusive Financial Ecosystem (Ekosistem Keuangan Inklusif/EKI) Program to expand access to and utilization of formal financial services while promoting community economic self-reliance. Through this ToT program, participants were equipped with knowledge and practical skills related to financial literacy and financial inclusion, enabling them to effectively utilize various financial products and services once the KNMP ecosystem becomes operational.

Prior to the implementation of the program, the OJK Central Sulawesi Provincial Office conducted a survey of fishermen and residents in Banagan Village. The survey revealed that most fishermen still face limitations in utilizing financial products and services offered by the financial services industry, including digital financial services, despite the rapid advancement of financial technology. Accordingly, this program is expected to enhance public understanding of and confidence in formal financial products and services, thereby promoting greater financial access and inclusion in Banagan Village.

In his remarks, Bonny Hardi Putra, Head of the OJK Central Sulawesi Provincial Office, stated that through the Inclusive Financial Ecosystem Program, which is integrated with the Red and White Fishing Village Program in Banagan Village, fishermen are encouraged to develop sound financial management practices, utilize formal financial services such as savings and insurance, and access productive financing to support the sustainability of their businesses. Through these efforts, fishermen are expected not only to become more resilient at sea but also more financially capable in managing their livelihoods.

Through this initiative, the OJK Central Sulawesi Provincial Office expects participants to serve as financial literacy ambassadors who can disseminate knowledge on financial management, the utilization of formal financial products and services, and the importance of consumer protection to the wider community. This will enable the benefits of financial education to reach more people in Banagan Village in a broader and more sustainable manner.

Going forward, the OJK Central Sulawesi Provincial Office will continue to strengthen collaboration with local governments, ministries and government agencies, as well as financial services industry stakeholders to support the development of the Red and White Fishing Village in Banagan Village through the Inclusive Financial Ecosystem Program. These collaborative efforts are expected to enhance the community's readiness to utilize formal financial services, strengthen the resilience of fishermen's businesses, promote the economic independence of coastal communities, and ensure the sustainable implementation of the Red and White Fishing Village Program.
